Google have moved their local search into beta from the Google labs experimental area. This is currently a US only service as you need to enter either a US town or zip code in order for it to work.
The results are determined predominantly through addresses and phone numbers found on the websites which are then cross-correlated with the yellow pages and other directory listings.
The local results can also make an appearance on the main Google search, where the top three results may be placed if the search is determined to have a local intent. A more detailed article can be read over at Search Engine Watch.
